Philip Manington arrived as the first magistrate of the Prince of Wales' Island〔Tregonning, K.G. ''The British in Malaya: The First Forty Years, 1786-1826''. Association for Asian Studies. University of Arizona Press, 1965: p. 49〕 (Penang Island) and governed the land as Superintendent and acting governor of Prince of Wales' Island, after Sir Francis Light, from 1794.〔Webster, Anthony. ''Gentlemen Capitalists: British Imperialism in South East Asia, 1770-1890''. I.B. Tauris, 1998: 45, 46, 52, 278〕 Ill health caused by the unhealthy living conditions at the time forced him to resign in 1796. He was succeeded by Major Forbes Ross MacDonald.〔"Hussin, Nordin. Presented at the Fourth International Malaysian Studies Conference (MSC4), 3–5 August 2004, Universiti Kebangsaan Malaysia.〕 Philip Manington, also developed major plantations of pepper in the Air Itam district of Penang island.
